Cargo , despite its ship´s demise, may still need to be recovered. This may be for environmental, commerical, or political reasons. With oil residues or substances like chemicals the environmental reason is generally most  prominent.

Cargo recovery operations may also include lost cargo from vessels, e.g. lost containers.
